Why do some of the cards in my Vault have question marks on them?

When looking at your Vault, cards in a collection with a question mark on them have not yet been released into a market, and cannot be acquired yet. However, you can collect the other cards required for a collection. Once they're published, cards will lose the question mark and gain the silhouette; once collected and Vaulted, the silhouette will disappear.
